Purpose
The Racehorse Training & Management course offers theoretical and practical knowledge and skills related to the operation of a business of training thoroughbred horses for industry regulated competition leading to achievement of the Certificate IV in Racing (Thoroughbred Owner Trainer) qualification.
The course provides training in the care, maintenance and racing performance of thoroughbred horses. Individuals who have successfully completed the course will have developed a sound knowledge of all aspects of the industry and have acquired competencies, which enable performance of all tasks and duties associated with running a racing establishment including management of staff, finances and equipment.
Licensing requirements of Queensland Racing are separate to this course and should be obtained separately. This training does not guarantee success in any license application.
Delivery
The Certificate IV will be delivered via flexible delivery, combining self paced learning resources, phone support, workshops and tutorials. Distance and flexible learning will commence upon receipt of the enrolment form and fees. Workshops will be organised as required, dependant on enrolment patterns. Tutorials are usually held on Monday nights between 6pm and 9pm, a timetable will be provided after enrolment.
Duration
As the Certificate IV in Racing (Thoroughbred Owner Trainer) is a competency based qualification the time frame for completion is dependant on the individual. However individuals who take longer than 24 months to complete the qualification may be required to pay further fees for units of competency not yet completed.
Course Costs
- An initial fee of $332.50 applies for all students, which covers the cost of administration, learning resources, tuition and student support. This fee covers training in the first four units undertaken.
- The total cost for the course will be $1396.50 with students being invoiced course fees at the end of the month that the unit was commenced.
- Fee exemptions are available. See attached information of fee exemptions.
- The initial fee must be paid before enrolments can be processed. Fees can be paid in person at the Queensland Racing office or alternatively a cheque or money order may be posted to Queensland Racing. Please include your enrolment form with any payment.
- The hourly training costs for this course are being funded by the Queensland Department of Employment and Training.

To successfully complete the Racehorse Training & Management course and receive a Certificate IV in Racing (Thoroughbred Owner Trainer) an individual must complete:
- 10 pre-requisite units of competency
- 8 core units of competency
- 1 elective unit of competency

Pre-requisites
Before joining the course participants of the course should be able to demonstrate skills and knowledge in the identification, safe catching, controlling and handling of racehorses. Demonstrated competency in the general care and maintenance of racing horses is also required. Participants should also be able to operate as an individual and in a team in the stable environment within the range of their skills and knowledge. Therefore prior experience in the above areas is required and participants must be able to provide evidence of these skills and experience.
Where practical skills are required to be demonstrated in a racing stable, at least a current stablehand licence will be required.
Assessment
All units will be assessed to national standards and consist of written tests, practical demonstrations and projects.
Participants requiring additional support may be offered additional delivery and assessment arrangements.
Recognition of Prior Learning / Current Competence
Participants wishing to apply for recognition of prior learning / current competence will be provided with information on enrolment, which includes the process to be followed in making an application. Upon receipt of the application, assessment is undertaken, and post assessment guidance provided. The RPL will focus on the competencies held as a result of formal and informal training, not how, when or where the learning occurred. The RPL will be available to all participants.
Fees for units completed through RPL will still be charged at the full rate, as required by the Department of Employment and Training.
Course Outcomes
The course consists of units from the nationally recognised Racing Industry Training Package’s Certificate IV in Racing (Thoroughbred Owner Trainer). Individuals successfully completing all requirements of the course will receive the qualification Certificate IV in Racing (Thoroughbred Owner Trainer). A statement of attainment will be issued for units completed in the course for individuals who only partially complete the qualification.
The title of the qualification is related to the Racing Industry Training Package and has no reflection on licence types issued by Queensland Racing.
